Education Partnership Group (EPG)

EPG is a non-profit consultancy supporting governments in low and middle-income countries to shape and strengthen their education systems. Their role is to enable decisions by generating and using research to ensure policy is informed by evidence, supporting the design and effective implementation of policy, and advising on the piloting and scaling of new policy reforms. EPG is also a funder and incubator of the Global Schools Forum.

To improve the policy environment for the affordable non-state sector (ANS) in Ghana, IDPF has funded technical assistance through EPG for the design and pilot of a public-private partnership (PPP) model in Ghana. This is designed to strengthen the pathway towards increased government engagement with and quality within the LCPS sector. Due to associated political and operational challenges, the scope of this grant was revised, to focus on:

  • deepening advocacy and stakeholder engagement around a PPP
  • supporting the MoE in developing the Accountability for Learning Framework under GALOP
  • supporting the National Inspectorate Board (NIB) in revising inspection routines, and transitioning into an authority with regulatory powers over public and private schools, including the development of a School Licensing Policy.

Beyond this, EPG also gave support for a research study exploring factors associated with learning in Ghana public and private schools.
